We are looking for a Grant Effectiveness Specialist for 6 months who will support the development and implementation of key tools, processes, and systems to improve grant performance, partner accountability, and the quality of country applications.

Job Description



1. Design and Rollout of Accountability Framework Reporting (approx. 40%)

  • Develop and operationalize the Partner Accountability Framework (PAF) programmatic reporting business processes.
  • Lead requirements gathering and contribute to the design of the Partner Portal within the Grants Management System (GMS).
  • Develop and formalize Standard Operating Procedures (SOPs) for partner reporting and performance management.
  • Design and deliver briefings and training materials to support the rollout of reporting processes and relevant GMS functionalities.
  • Collaborate with the Monitoring, Evaluation & Learning (MEL) team to define requirements and scope for performance dashboards supporting grant reviews.
  • Support the implementation and tracking of management response actions from evaluations and audits to strengthen learning and continuous improvement in grant effectiveness.



2. Development of Tailored Application Toolkit Templates (approx. 30%)

  • Customize application toolkit templates to meet the needs of countries preparing submissions in Q4.
  • Lead business requirements gathering for application toolkit customization within the GMS.
  • Engage directly with country teams to provide guidance and technical support during application development.
  • Support change management efforts related to grant management reforms, including communication, adoption, and capacity building.



3. Country Applications - Review and Compliance (approx. 30%)

  • Conduct compliance checks of country applications to ensure alignment with organizational standards and requirements.
  • Support the training of Independent Review Committee (IRC) members on application review processes and the GMS IRC portal.
  • Assist in the coordination and management of IRC reviews of country applications.
  • Support the management of Grant Oversight (GO) Group reviews, ensuring smooth review processes and documentation.

The Successful Applicant

  • Advanced degree in public health, international development, public administration, or a related field.
  • Minimum 5-7 years of relevant experience in grant management, program management, or systems/process design.
  • Provenexperience in:
    • Designing and implementing reporting frameworks and accountability mechanisms
    • Developing business requirements for digital systems (e.g., GMS or similar platforms)
    • Supporting complex stakeholder coordination across global and country teams
  • Familiarity with monitoring & evaluation frameworks, dashboards, and performance tracking tools.
  • Experience supporting grant application processes, reviews, or compliance checks is highly desirable.
  • Strong understanding of change management principles.
