Job Description

The Health Finance Specialist will have the following responsibilities:

  • Support country-led financial sustainability and transition planning, including development of tailored roadmaps with country teams and national stakeholders
  • Provide expert technical advice on health financing topics (e.g., costing, efficiency, insurance schemes, resource tracking, value for money) to regional and country teams
  • Contribute to the design, negotiation, and implementation of grants, including co-financing commitments and funding processes
  • Support internal and external reviews of country portfolios with a focus on health finance and sustainability
  • Promote domestic resource mobilization by supporting advocacy priorities and strengthening national health financing efforts
  • Coordinate and oversee technical assistance initiatives, ensuring alignment with country strategies and effective delivery of outputs
  • Identify and advance innovative financing mechanisms (e.g., blended finance, Debt2Health) to enhance resource mobilization and sustainability
  • Analyze and synthesize financial and macroeconomic data to inform decision-making, risk management, and strategic planning
  • Act as the Health Finance focal point for assigned countries, ensuring coordination across stakeholders and providing end-to-end technical support
  • Strengthen cross-functional collaboration, contribute to priority initiatives, mitigate risks, and represent the organization in relevant external engagements

The Successful Applicant

The Health Finance Specialist will bring the following background and experience:

  • Advanced degree in economics, health economics, public health, health financing, development studies, or a related field
  • Strong professional experience in health finance, public financing, expenditure tracking, sustainability and transition, or development finance
  • Proven experience supporting the implementation of development or global health financing initiatives
  • Demonstrated ability to provide high-quality technical advice to diverse stakeholders in complex environments
  • Solid expertise in key technical areas such as health economics, costing and efficiency analysis, results-based financing, insurance schemes, and resource tracking
  • Experience working with government, donors, and partners, with strong stakeholder management and collaboration skills
  • In-country experience in global health and/or development finance contexts
  • Excellent analytical, writing, and verbal communication skills
  • Ability to operate effectively in fast-paced, multicultural environments and adapt leadership and engagement styles
  • Fluency in English required
