Job Description
Working with the Quality Assurance Team Lead, the VCP QA Consultant will be responsible for:
Policy and guidance
* The VCP QA Consultant identifies QA issues, challenges and risks, and proposes innovative and constructive solutions (policy, tools, and guidance) to QA Team Lead.
* S/he ensures availability of training, technical updates, and best-practice sharing sessions
* S/he manages analytical work on the effectiveness and impact of QA Policies for Vector Control Products from a quality, safety, performance and access perspective
Partnerships
* The VCP QA Consultant maintains good relationship and close collaboration with partners, including normative agencies such as WHO, technical partners and manufacturers
* S/he works with partners toward convergence & harmonization of QA policies and approaches to respond to country program needs
* S/he collaborates on regulatory matters with WHO, regulatory authorities, national and international procurement agencies
* S/he represents the Global Fund Secretariat in relevant interagency working groups on QA policy harmonization and other relevant QA matters in his/her areas of work
Internal advice and support to grant implementation
* The VCP QA Consultant provides support to internal stakeholders e.g. Strategic Sourcing Team and Health Product Management Specialists to support the operationalization and implementation of QA requirements for Vector Control Products
* S/he maintains a history of advice and support provided for consolidation and issue relevant Q&A / FAQs to ensure long term coherence
* S/he ensures the verification of product eligibility, as well as the publication and regular update of the list of eligible products
Complaints, out-of-specifications and risk management
* The VCP QA Consultant leads the investigations of quality complaints, safety events and other quality challenges experienced by Global Fund Principal Recipients and advises QA Team Lead on optimal risk-mitigation measures
* S/he contributes to the assessments of country risk, advises and supports relevant incountry risk mitigation measures
* S/he pro-actively collaborates with technical partners and manufacturers to identify risks and develop related mitigation measures to maintain the availability and quality of Vector Control Products
Cross cutting work
* The VCP QA Consultant supports the implementation of the Quality Assurance Strategic Initiative
* S/he contributes to the continuous improvement and documentation of relevant QA processes
* S/he provides advice and support in the course of verification activities
* S/he engages, advises and supervises the QA / QC Services provider work related to her /his area of work
* S/he contributes to strengthening collaboration and effective communication between the QA team, other teams within Supply Operations and teams in other Global Fund divisions / departments such as Grant Management, Technical Advice and Partnerships (TAP) and Risk on shared priority initiatives and activities
The Successful Applicant
Qualifications
* Essential:
o Advanced university degree in biology, microbiology, biochemistry, laboratory science, biomedical engineering or pharmacy
* Desirable:
o Project management, process improvement or organizational change qualifications
Experience
* Essential:
o A minimum of 7 years of professional experience working in the field of Vector Control Products including at least 5 years in design & manufacturing, quality & risk management or regulatory affairs for Vector Control Products, at national and international level;
o Experience of partnership with UN agencies, International NGOs and Donors, on QA issues
o Experience in managing complex situations, issues at country, regional or international level
o Experience in developing QA related policies, tools, and guidance
* Desirable:
o Demonstrated experience working in diverse teams to lead and collaborate effectively in a complex, multi-disciplinary environment
o Extensive work experience with a major multilateral organization
o Experience living and/or working in a country supported by the Global Fund
o History of holding positions of incremental responsibility
Competencies
* Languages:
o An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Russian, and Spanish
* Functional Competencies:
o Strong understanding of QA matters/context for Vector Control Products and/or medical device manufacturing
o Good understanding of WHO pre-qualification procedures for Vector Control Products and the assessment/registration procedures for Vector Control Products that are followed by stringent regulatory authorities
o Knowledge or understanding of national regulatory requirements and processes in low- and middle-income countries
o Understanding of the influence of national and global health policy issues (especially those related to QA) on procurement of Vector Control Productso Knowledge of international health product procurement and supply chain best practices
o Leadership in solving complex issues and adapting policy and guidance to the situation/context
o Analytical thinking with ability to draw on complex data sources to provide strategic recommendations
