Job Description
Working with the Quality Assurance Team Lead, the QA Compliance and Verification Consultant will be responsible for:
PQR database
* Manage the item creation requests in the PQR submitted by Global Fund Principal
Recipients in collaboration with the relevant QA Specialist for the product category (e.g.,
diagnostics)
* Create and verify new entries within the PQR master data to ensure that only eligible
products are included in the master data
* Provide feedback and reports on a monthly basis on activities performed
Compliance verification
* Perform periodic extraction within the PQR transactions as per predetermined
criteria/procedures and/or ad-hoc requests in case of specific investigations or signals
received
* Review and validate the extracted data when potential non-compliance is identified
* Collaborate with HPM Specialists, other Supply Operations colleagues and other relevant
Global Fund colleagues to ensure enough evidence is collected to demonstrate the noncompliance
* Escalate the cases where non-compliance has been demonstrated by the evidence
collected to the relevant QA Specialist.
Process improvements and documentation
* Assess existing operational approaches and processes, conduct analysis and identify
process bottlenecks from an end-to-end perspective across the QA processes
* Review, develop and manage guiding principles, process maps, and standard operating
procedures for Quality Assurance at the Global Fund to ensure rigor, and consistency
while recognizing differences within the Global Fund portfolio by procurement modality
(e.g., pooled procurement vs. non-pooled procurement) and geography (e.g., regional and
country level differences)
* Support the implementation and change management for new and revised processes
Cross cutting work
* Contribute to strengthening collaboration and effective communication between the QA
team, other teams within Supply Operations and teams in other Global Fund divisions /
departments such as Grant Management, Technical Advice and Partnerships (TAP) and
Risk on shared priority initiatives and activities
The Successful Applicant
Qualifications
* Essential: University degree in public health
* Desirable: Business process improvement or organizational change qualifications
Experience
* Essential:
o A minimum of 2 years of professional experience working in the procurement or
quality of health products
o A minimum of 2 years of professional experience in data management
* Desirable:
o Demonstrated experience working in diverse teams to lead and collaborate effectively in a complex, multi-disciplinary environment
o Extensive work experience with a major multilateral organization
o Experience living and/or working in a country supported by the Global Fund
o History of holding positions of incremental responsibility since university
Competencies
* Languages:
o An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Russian, and Spanish
* Functional Competencies:
o Knowledge of Global Fund core mandate and activities
o Understanding of Quality Assurance / Quality Control concepts
o Understanding of regulatory environment of health products
o Knowledge of international procurement and supply chain on health products
o Ability to solve complex issues
o Analytical thinking with ability to draw on complex data sources to provide strategic recommendations
